One of the suspects, who had been hiding in a tree, gave himself up to deputies.

The second suspect was traced back to a home on Brown Road, where he was also arrested.

The tool box was found to have been stolen from a Habitat for Humanity home construction site in Ferndale.

Waters and Haggith were booked into Whatcom County jail on suspicion of trespassing, theft, and possession of stolen property.
Haggith has a long criminal history, including an assault involving a jogger near Ferndale in July.
